EMS™ uses IBM iSeries server technology (the only server to receive a “C2” clearance from the Department of Defense) fiber optics, scanning and security clearances to provide a system unrivaled in comprehensiveness, accuracy, speed, endurance and flexibility, streamlining registration administration in a way previously unimaginable.
System Capability Details
Election administration officials and others within security clearance will have the ability to instantly identify, update and modify records of all eligible registered voters for a town, city county or state. A complete selection of edit reports is offered and audit trails are maintained for all voters within a district or ward by street or name.
EMSä automatically provides on-line duplicate entry validation and automatically validates addresses entered within a district or ward assigning state, congressional, senatorial and local polling codes. The system maintains a complete online history of every change made to any voter record with each change carrying the user's ID and time and date the change was made. It feeds the jury selection process and includes a comprehensive reapportionment module for redistricting and remapping. The system also includes a start-to-finish canvass card process that includes electronic updates from NCOA and the US Postal Service. The system automates the production of all statutory notices with bar-coding for ease and speed of processing. EMS™ allows for self-modification and entry into the street, voter, party affiliation, poll NVRA and ineligible codes with time and date stamped. The system offers complete operator assistance and back-up menus and allows for the processing of multiple elections at the same time.
The unique features of EMS™ will dramatically reduce data entry, virtually eliminating human keying errors and slashing election related temporary help expenses.
Voters Identification and Sorts
Voter ID number. Last, first, middle name with only a partial character sting required. Residence number and a complete or partial street name. Voting district. Party affiliation. Date of birth. Telephone number. Zip code (5+4).
Reporting Capabilities
Street listing (shows street number, party, voting district, and poll locations). Name and address. Eligibility by district or ward within alphabetical or street name order (last, first and middle sequence), head of household (last, first and middle sequence such as “The Jones Household” or “The Jones Family”), individual names (each person within a household), polling place and primary listings, party, voting district, status changes, and date ranges for registration. Members of the military. District recap results. Canvas cards and books. Voters master registry list. Housebound. Poll workers. Duplicates. Voter changes. Number of votes cast vs. number of people eligible to vote for current and previous elections within dates ranges, district or voting ward, party, age, NVRA indicator, gender, registration date and street(s). Gender by party, age, NVRA indicator, and time. All reports can be generated with or without bar-codes and signatures. They can be printed in landscape or portrait formats and can also be produced as bar charts or graphs.
Mailing labels
Sorted on demand by: Individual last name. Head of household. Address order. Voter ID number. Selective within party affiliation, vote district, status (A.I,O), party or streets address. Labels can be formatted one up, two up or three up.
EMS™ has the flexibility of downloading to information pertaining to eligible voters onto an ACSII.Txt files (floppy or disc) by: Individual name. Head of household or all person within each household etc. Address order. Vote ward choose name or address sequence. Vote and election history (up to the last eight elections). Monthly additions or changes within a date range. Downloadable information includes: Voter name. Party affiliation. Vote district. Date of birth and age. Phone number, if listed. Polling place and status. With each download EMS™ produces instructions for restoring the file, the first two records of each file and a file layout. Edit reports (hard copy) are also available.
EMS™ has the capability of producing on-demand reports such as: Duplicate voters. Statistical reports with status A,I,O, and all party affiliation in a one page summary. Voter edits by voter changes in date order. Voters by street, party, ward. Voter changes by individual voter ID number within a date range.
Street reports by ward, street names and addresses. Voters by registration date and date of birth within a defined date range. Invalid date of birth and date of registration within a defined date range. General code listings (labels and disk also available). Poll worker changes. Notice cards with all information produced directly onto blank paper as prescribed by the Secretary of State's Office. Edit of mailing information, P.O. boxes, address line2 and comments. Walking list (detail or summary) including telephone numbers if listed. Master registry listing.
For the polling locations on Election Day: EMS™ creates bar-coded polling place reports. Reports read on-site with a penlight wand. Automatically updates the voter’s record with the time, date and election type including mail-in ballots, walk-ins or absentees. The automatic penlight wands virtually eliminate opportunities for human error. Instantly recorded are: Polling check-off. Letter totals. Polling place summaries. Polling place reports show only the information election officials define. Options include:
Selective without barcodes. Selective with barcodes. With or without signature. Label with bar-codes in alpha order. Primary listing. Party. Voting districts. Status (A,I,O). Date of registration. These polling place reports may also be chosen by congressional, senatorial, assembly or precinct ID and N.V.R.A. report (summary or detail). EMS™ also completely automates the canvass process by producing the canvass cards, or with an N.C.O.A. disk, producing all reports notices with bar-coded information for easy return processing.
Ballot codes can be validated with one keystroke. Prints completed certification sheets with bar-code after ballots have been cast. Reports on demand to valid voters already applied, already printed, previously submitted ballots, MIB detail or summary by senatorial or representative voting districts.
EMS™ completely automates the process by matching unique street code files to census tract, building block, map, plot and lot for globally updating all voters, producing all notices and importing tiger files.
